I saw a thread on the HSM forum discussing the Wire Clamp Tool. Here's a demo of the tool in use. Since it looked useful and easy to make I poked around and found construction directions on YouTube.

I mainly followed the directions (converted to imperial units) with a couple minor deviations. I used a piece of 1/4-20 all thread for the threaded rod, end drilled the upper end and tapped 6-32. A 6-32 screw and finish washer retains the handle. I used 1/8" x 1.5" rod for the upper pin and a 1/8" x 3/4" roll pin for the lower pin.

I noted that in use the distance from the narrow end of the tool to the upper pin wastes a bit of wire. That is, the wire length needed is about: 13*hose diameter + 2* distance from end to upper pin + 2". There needs to be enough room between the upper and lower pins to allow winding the wire around the upper pin; the current distance of 1.25" could be reduced to 0.5", saving 1.5" of wire on each clamp.
